She had no problem lifting the two bags the 50 yards. But to her astonishment, binmen then left a note on the sacks saying they were “too heavy” to take away.[>
And council chiefs backed the three burly loaders on the green collection run, saying they were within their rights under Health and Safety rules. Widow Mrs Cousins, 41, said: “I’m incensed. If I can carry the bin bags, so should they. Binmen are supposed to be strong, they’re supposed to pick things up. They wouldn’t be able to do their jobs if they were weedy.”[>
Mrs Cousins, head of retail for clothing company Warehouse, was stunned to see the bags still sitting outside her home in Fareham, Hampshire, when she returned from work in the evening. [>
The note complained that the sacks weighed more than 45 pounds and contained soil including turf – a claim she denies.[>
She said: “Everyone is encouraged to go green but they put up so many obstacles to stop you. I pay my council tax for services and I expect the council to keep its part of the bargain.[>
“If I don’t deliver, customers will quickly complain. The council should expect the same.”[>
[> Tory-run Fareham borough council’s spokeswoman Sue Mills said: “The crew took the decision that the sacks were too heavy to lift and exercised their discretion. On that day, the crew lifted a total of 14.1 tons of garden waste.” The council has increased funding to employ extra binmen on its fortnightly garden waste rounds to limit the average weight lifted to five tons per dustman per day.[>
The move was sparked by a Health and Safety Executive review last summer which revealed that each binman lugged up to 10 tons of waste per round.[>
The dustmen had complained about the amount of garden waste bags they had to pick up. All other rubbish is put in wheelie bins which do not have to be lifted.[>
Doretta Cocks, of the Campaign for Weekly Waste Collection, said: “It is a pity Health and Safety rules are not applied to residents who are increasingly having to lift heavy bags and crates to the kerbside.[>
“When a kerbside glass collection only occurs once a month the crate can be extremely heavy – the same applies to crates of paper. [>
“Is there any point in introducing garden waste schemes if the collectors cannot lift the bags?”[>
In recent months, beleaguered householders have been hit with a barrage of bin penalties. [>
They can be fined up to £1,000 for offences including putting out their bin at the wrong time, putting waste in the wrong bin, leaving rubbish beside a bin, failing to close the lid properly on their bin, or leaving their bin in the wrong place.[>

With regards to Martyn's article, the whole thing's a load of rubbish. Europeans take note - we're going to 'elf and safety the lot of you. We have to do what you say, now you take note of our wishes. Become stupid like us then all will be fair. Now, how is it that Martyn's article can put together three letters with total impunity yet we can't?. I refer to "ay" "es" and "es". Any innocent word that contains these letters in sequence gets the squirt. come on, Express, you're a right wing 'paper, don't let the idiot left have laugh. Get onto the computer programmer and sort it. It's getting silly. Let's see what PASSES with these silly ASSES, are they boys or LASSES?.

What a lot of sissies our dustbin men have become. Whatever happened to the cheerful men who used to collect our dustbins every week no matter how many or how full without complaint. It is a tough job for tough men and if this namby pamby lot find it too much for them they should get another job. There are probably some going in ladies hairdressing.

Gr**** cuttings are not rubbish and should be recycled our disposed of by the person concerned, have you not heard of mulching the cuttings back into the lawn.
This is a good example of the British attitude that the state should be there to pander to everyones needs,get a life !.

TIME TO SUE

Perhaps its time for householders to start and sue Councils for breach of contract. They make a contract by virtue of charging council tax which also covers removal of refues from houses.In some cases these are private companies who are on contract to the council so two they to should be sued. and the council made to sack their choice of arrangements.
