The Seagulls have been monitoring McGregor closely and look set to test Celtic’s resolve.
McGregor isn’t the only talented youngster Brighton and Celtic could tussle over.
Reports last month claimed both clubs are also vying for Wigan ace Nick Powell.
Chris Hughton is a huge admirer of Powell and will pay a further £5m to boost his squad.

Powell could be available for free at the end of this campaign though.
The talented attacker is out of contract and is yet to pen an extension.
Powell, who graduated from Crewe Alexandra’s famous youth academy, was once one of the country's hottest prospects when he joined Manchester United from the Alex in 2012.
But injuries and a lack of form meant his Old Trafford move turned sour.
Powell moved to the DW Stadium permanently in 2016.

He’s racked 71 appearances for the club, scoring 24 goals.
Celtic have had a rocky start to the season and might need to shuffle their squad in the New Year.
They edged past Aberdeen on Saturday having lost to Kilmarnock the week before.
Speaking after the game, Rodgers said: ”For us I think we have shown another side - that's seven clean sheets in eight games.
"Yep, okay, we have played a couple of years where it's been all singing, all dancing, lots of chances and goals and records.

"At times in football you also have to show resilience and a spirit.
“And until we get back to that, and I believe our movement and creativity is returning on the way back to where we want to be, you have got to win games and find a way to win.
"I think that game earlier on in the season could have been 0-0.
“We kept pushing and eventually we get the win, so I'm delighted for the players.
"Our summer was complicated, we lost key players, we lost goals, but we have to find a way and the players again showed, when they had to, they were strong and tough against a really tough opponent.
