Red Star were punished after their fans invaded the pitch and set off fireworks after they drew 2-2 with Red Bull Salzburg in the play-offs.
The Serbians were also not allowed to bring away support to Paris in their 6-1 defeat to PSG.
Liverpool have instead been allowed to sell the away allocation to home supporters.
There will be a section of the returned tickets that have been sold to supporters between the age of 17 and 21.
Group C was dubbed the ‘group of death’ when the Champions League draw was made.
Liverpool are in second place on three points and are looking to bounce back from defeat at Napoli.
Red Star have only one point which they took from the Italians on match day one.
