White joined the Seagulls in 2016 but in four years has made just two first-team appearances.
Last season, the 22-year-old spent the campaign on loan at Leeds and played an integral role in the promotion to the Premier League.
He played all 46 Championship games for Marcelo Bielsa's side and unsurprisingly they are desperate to keep him permanently.
Leeds have had a £22million bid turned down by Brighton but are expected to return with an improved offer.

Dejan Lovren left Liverpool this summer for Zenit St Petersburg, leaving Reds manager Jurgen Klopp with just three senior centre backs - Virgil van Dijk, Joel Matip and Joe Gomez.
Klopp has made clear there won't be any major signings made this summer but is aiming to strengthen the squad.
And Newport County boss Michael Flynn believes White would benefit greatly from working alongside Klopp assistant Pep Lijnders.
“I’d love to see him at Liverpool. I know Pep Lijnders, the assistant, he’s an unbelievable coach," he told talkSPORT 2.

Meanwhile, Trent Alexander-Arnold, Sadio Mane and Virgil van Dijk have been nominated for the 2019-20 PFA Premier League Fans' Player of the Year award.
The trio were outstanding for Liverpool as they won the Premier League last season.
They are joined on the shortlist by Leicester's Jamie Vardy and Manchester City duo Raheem Sterling and Kevin De Bruyne.
