Championship side Brentford saw a £5million bid rejected by Arsenal, who were happy to see him see out his contract and leave for free rather than sell him.
Sheffield United were interested in the summer, with Chris Wilder open about his desire to sign him.
But in the end, the Blades opted for Liverpool youngster Rhian Brewster instead.
Now, Balogun is just months away from becoming a free agent, something Arsenal are desperate to avoid.

The Athletic claims Arsenal chiefs have re-opened contract talks with the American under-18 international.
Mikel Arteta is said to be eager to see him extend his deal and stay with the club long-term, having handed him his debut in the Europa League last month.
Balogun came on and looked impressive in the 3-0 win over Irish side Dundalk, and is eager to see him grow at the club.
One issue for Arsenal is that with Balogun’s contract set to expire at the end of the season, he will be free to speak to foreign clubs during the January transfer window and sign a pre-contract agreement to leave in the summer.

Club captain Pierre-Emerick Aubameyang seems keen for the 19-year-old to extend his contract, as he wrote in his programme notes for the game against Molde: “Flo Balogun was one of those who came on in the last game.
“He is very, very talented, for sure, and he shows every time he plays with us that he’s a really great talent.
"He works hard and is a humble guy as well. I love his style – he’s like an American rapper – he’s cool!
"We get on well, I don’t see him that much, but when he trains with us we have a laugh, with Laca [Alexandre Lacazette] as well."
