Erling Haaland is his preferred target but Kane is on the Red Devils’ radar, too, with interest in the forward dating back to Louis van Gaal’s time in charge.
Yet The Athletic say that United won’t be spending £120m on Kane this summer.
They, like many other clubs around the world, have been hugely impacted by the coronavirus crisis - losing in the region of £4m to £5m for every match played behind closed doors.
And while they’re huge admirers of Kane, he’s simply too expensive for them at the current moment in time.
What also complicates their pursuit of the 27-year-old is Tottenham’s desire not to sell to a Premier League rival, with Levy unwilling to let that happen.
Tottenham have long had a strained relationship with United, too, dating back to Sir Alex Ferguson’s time in charge of the Red Devils.
Ferguson angered Levy by signing Dimitar Berbatov on transfer deadline day in 2008, despite the fact Tottenham had agreed a better deal with Manchester City.
And, in the time since, the Tottenham supremo has flatly refused to let the club’s prized assets move to Old Trafford.
Luka Modric and Gareth Bale were both sold to Real Madrid in 2012 and 2013 respectively, despite United coveting both players.
And Eric Dier and Toby Alderweireld were retained despite Jose Mourinho trying to sign the pair during his spell at the Red Devils helm.
Meanwhile, Roy Keane thinks Kane should be selfish and leave Tottenham when the transfer window reopens at the end of the season.

"We obviously can't believe everything we hear, reading in the media, if he's actually said that," Keane told Sky Sports of Kane's recent Tottenham exit links.
"But it's only natural for us to speculate about Kane if they don't get the Champions League.
"Obviously he must be getting frustrated, obviously he's a huge player for Spurs, obviously he's a brilliant professional and a fantastic player.
"If they don't get in the Champions League - and they're not competing at the top level of the [Premier] League - then it's only natural that Harry Kane, from a selfish point of view, would have to look at his options.
"And he'll have some great options because he's a world-class striker and there are not many of them out there."

Keane also thinks the Tottenham striker ‘fancies United’.
“I wouldn’t say no to Kane either if he’s the second option,” he said.
“Kane today would be looking at this United team, who have obviously made progress in the last 12 months.
“Surely Kane must be thinking: ‘Listen, I could be the top man at Manchester United up front’, with the service he would be getting. Kane must fancy a United move.
