Steele sustained a back injury in training this week and will undergo a scan to determine the full extent of the problem, so Butland will make his debut for the club at Leicester on Saturday.
Butland, who made his senior England debut against Italy last year, has been signed on an emergency 93-day loan.
The 20-year-old, who started his career at Birmingham, was signed by Stoke for a reported £3.5million in January.
Wigan veteran Mike Pollitt recently made three first-team appearances for Barnsley while on loan, but returned to his parent club.
