The Canaries are thought to be inching closer to signing £3m-rated Jonas Gutierrez who tweeted at the weekend about his imminent departure from St James' Park.
With an ever-growing injury list, Hughton has recognised the need to make his squad 'competitive' for the second half of the season.
"What we have said is we would like if possible to strengthen the squad. We've had a few injuries of late," Hughton said ahead of Norwich's FA Cup Third Round replay against Fulham.

"If we get the opportunity to protect ourselves in second half of season, then the focus will be on whether we can strengthen in areas we thought we need to as opposed to any players going out."
Hughton also claimed there is no fresh developments concerning Wes Hoolahan, who is the subject of interest from Aston Villa.
"There is nothing new to tell you about Hoolahan. [Wes] is very much a Norwich player. He is a contracted player and missed the original cup game through injury," he added.
