Slaven Bilic's side have been working hard to bring in a top quality striker this summer, with the likes of Diafra Sakho and Enner Valencia set to leave.
The Hammers are thought to have a £26million offer on the table to sign Bacca, who scored 18 goals in 38 Serie A appearances last season.
But the 29-year-old has kept West Ham waiting as he pushes for a move to Ligue 1 champions Paris Saint-Germain, managed by his former Sevilla boss Unai Emery.
However, Emery has today ruled out a move for the Colombia international after revealing PSG have already reached their limit of non-EU players.
