Watford replied after half-time through Christian Kabalese.
But their hopes died when Roberto Pereyra was sent off for fighting with James McClean and Phillips put the result beyond doubt in injury time.
Watford chief Mazzarri tore into referee Graham Scott, moaning: “It’s very clear the referee was terrible and changed the result. I am so angry.”
