It is claimed that income relates to image rights, with the accusation that this led to the Spanish government being defrauded.
The AEAT claim a shortfall of €31.5m means an additional tax of €14.7m is due.
However, Forbes report that when fines, interest and costs are added the result could be €32.5m.
Cristiano Ronaldo is said to be unhappy with his employers Real Madrid, who have flatly refused to offer anything more than moral support over the issue.

ASreport that Real do not want to set a precedent by offering to cover any eventual payment due.
It is said this refusal to help financially has irked Ronaldo, who on Saturday hinted that he may quit the club this summer.
AS add that Ronaldo faces a two-year prison sentence if the issue goes to court and he is found guilty. However, as this would be a first offence it would be suspended.
Were the issue to go to court it would likely happen after the World Cup.
Ronaldo is due to star for Portugal in this summer’s tournament in Russia.
